Roses will grow vigorously and give the gardener many years of pleasure when properly cared for. Such things to consider are a proper planting site, site preparation, proper plant selected for the area, fertilization, disease control, pruning and winter maintenance.
Now is a great time to remove the winter mulch carefully, so as not to accidentally take off the new leaf buds. Take away the mounded earth that was placed over the crown of the rose bush, to protect it from the winter cold and winds. Wash away the last of the soil with a slow stream of water.
Pruning can be done as well, when the leaf buds start to break open. Remove all dead and spindly growth at the base of the stem. Broken branches can be removed completely to help open up the center of the bush or only to where an outward facing bud is breaking open. Leaving 3-6 strong and healthy canes thicker than a pencil is best. Cut them back where buds are breaking open with sharp pruners, approximately 5-8 mm above the outward facing bud, on a 45 degree angle. An outward facing bud is chosen to ensure the middle of the bush is kept open, which creates a neat looking plant and allows air to flow freely through, helping to prevent disease.
